Sources + handling

Sources and handling.

An independent local project documenting Granite Falls’ use of Flock Safety automated license plate readers.

Method

Where the information comes from.

Local material comes primarily from records released by the City of Granite Falls, executed contract documents, permit and payment records, City Council material and Washington law. Outside reporting and research are linked on the Reporting page.

Screenshot excerpts are used when a full PDF would bury the relevant portion of a record. Crops may remove unrelated pages or blank space. Personal contact information and financial information may be redacted. The underlying substantive text is not altered inside screenshots.

When a contract describes a feature available through FlockOS, the site treats that as a description of capability. It is not presented as proof that Granite Falls enabled or used every listed feature.

Full versions of the principal contract and permit remain linked from the Evidence and Records pages. The enacted ESSB 6002 PDF is also included for readers who want the surrounding statutory text.

Living record

The site is meant to change with the record.

Newly released records, City decisions and corrections can change the presentation. Dates and source descriptions are kept with evidence excerpts so changes can be traced back to the underlying material.

Complete sources

Complete source PDFs.

The executed MSA and Order Form, ROW Permit 2024-019, and enacted ESSB 6002 are included in the site as complete source PDFs. Screenshots are used throughout the site to focus attention on the portions discussed.
